Shall is a modal verb. “Shall” is usually used with the first person pronouns in the Simple Future Tense.

Using shall in sentences is sometimes considered very formal and not often used in Spoken English today. However, have you noticed that “shall” is a very popular verb in legal documentation?

“ The period during which a person may be employed overtime in or about the business of any shop or office shall not exceed an aggregate of twelve hours in any one week. ”

“ The prescribed officer for the purposes of section 12 (1) of the act shall be any one of the following officers …… ”

“Every permit under section 12 (1) of the Act shall be substantially in Form A of the Schedule hereto. …..”
